About the role

APS5 Data Analyst (2 Vacancies)

About the team – Medicare and Aged Care Systems Branch

Medicare and Aged Care Systems Branch guarantees Australians access to accurate, timely and affordable government-funded services for many Australian citizens. Key functions of the branch are to:

  • Maintain technology systems that support claims and payment calculations of Medicare patient claims, Medicare bulk billing, private health insurance rebate, simplified billing, and Department of Veterans Affairs (DVA) claims.

  • Maintain the agency's technology systems for the payments of Aged Residential Care supporting senior Australians who can no longer live independently at home.

  • Assist Health and Aged Care sector software vendors/developers with providing production technical support, diagnosing and resolving technical issues during the development and testing of their software to ensure safe and successful interactions with the agency.


The roles are full-time, non-ongoing/ongoing, non-ongoing contracts for up to 18 months.

What you will do

The Data Analyst understands customer’s data requirements and can analyse matching scenarios within the data management tools. They support the control of data management processes and perform administrative, technical and customising tasks in the data environment. The Data Analyst works under the general direction and support of senior staff.

They exercise a degree of independent judgement and make decisions within defined parameters that require reliance on skills and knowledge. They plan their own work and contribute to teamwork goals in the context of competing priorities, and changes in workplace practices and business improvement strategies.

As a Data Analyst you will work as part of a multi-skilled team. Duties may include some or all the following:

  • allocate work to team members, using judgement to match issue complexity and staff capability, and reduce peaks and troughs in workload

  • perform administrative, technical and customising tasks in the data environment

  • support and assist with the data management process including loading, creating, maintaining, and distributing data

  • assist in the processing of data including matching and maintaining specific object data

  • provide input to the development of data standards and strategy for the solution

  • conduct audits to ensure data quality

  • detect data inconsistencies and utilise defined error-handling procedures

  • resolve data integration issues related to data in their area of expertise

  • ensure the alignment of business data requirements with the enterprise application

  • assist with establishing and maintaining data business rules and security specifications

  • help establish data retention criteria

  • assess, define, integrate and coordinate data coming from multiple operational systems

  • assist in development of and execution of data quality programs

  • prepare correspondence such as reports, corporate and technical documentation for review by senior staff

  • provide broad data modelling support for project build, test and implementation activities

  • assist with the design of documented data modelling solutions

  • collaborate with stakeholders to ensure effective and timely implementation of projects

  • contribute to the development and implementation of improvements and best practice in processes and procedures

  • escalate issues as required and suggest alternative approaches

  • exercise appropriate delegations in accordance with legislation and guidelines

SFIA skills required:

  • Analytics (INAN) (Level 3): Undertakes analytical activities and delivers analysis outputs, in accordance with customer needs and conforming to agreed standards.

  • Requirements definition and management (REQM) (Level 3): Defines and manages scoping, requirements definition and prioritisation activities for small-scale changes and assists with more complex change initiatives. Follows agreed standards, applying appropriate techniques to elicit and document detailed requirements. Provides constructive challenge to stakeholders as required. Prioritises requirements and documents traceability to source. Reviews requirements for errors and omissions. Provides input to the requirements baseline. Investigates, manages and applies authorised requests for changes to base-lined requirements, in line with change management policy.

  • Data modelling and design (DTAN) (Level 3): Applies data analysis, design, modelling, and quality assurance techniques, based upon a detailed understanding of business processes, to establish, modify or maintain data structures and associated components (entity descriptions, relationship descriptions, attribute definitions). Advises database designers and other application development team members on the details of data structures and associated components.

  • Database design (DBDS) (Level 3): Develops appropriate physical database or data warehouse design elements, within set policies, to meet business change or development project data requirements. Interprets installation standards to meet project needs and produces database or data warehouse component specifications

What you must have To apply for these roles, these things are essential:

  • Must be 18 years of age or over

  • Must have a diagnosis of autism (including Autism spectrum disorder, Asperger's disorder, Autistic disorder, or PDD-NOS). ‘Specialisterne may be required to provide evidence of your diagnosis to Services Australia to confirm your eligibility for the program.’

  • Must have proof of Australian Citizenship and agree to background checks

  • Must be able to obtain a Baseline security clearance

  • Must live (or be willing to relocate to) a daily commutable distance to Greenway, Canberra, ACT.

Shortlisted applicants will be invited to participate in activities and assessments delivered by Specialisterne and Services Australia to determine their suitability for the various opportunities. Talk to us if you need some flexibility to participate in these, particularly if you cannot attend because of work or study commitments.

Step 4

At the conclusion of the activities, successful candidates will be offered employment. If you are unsuccessful, you may be considered for other Specialisterne opportunities.

Activities will be delivered in-person and online in a virtual assessment centre environment and therefore candidates are expected to have use of their own computer with a webcam and microphone and have access to the internet.
